SSL/TLS Manager Question

Hi, this is my first post and my first question....since my account was activated today, i haven't had the opportunity to test my website since went down (Cossacks) server, but I'll wait...

my question is, I noticed cpanel security section is missing SSL/TLS Manager Is there any way to enable it or is just for premium account? ..It would be beneficial for domain that has their own cert keys.... well I hope somebody answer but thank you in advance.

Private SSL requires a dedicated IP, which isn't possible on free hosting, but is on premium, which is what I'm guessing is the reason why SSL/TLS Manager isn't available for free.
