starka seems to be running very slow

I have been trying to access the cpanel and webmail and it is very slow, I usually access the email using Outlook 2010 but it is saying the account username or password is incorrect but I have netered the same as my online access and it is still happening.

The access to webmail is giving this error
:ERROR:
ERROR: Connection dropped by IMAP server.

and the cpanel is still trying to load.
