Still have problems with website after php change

Sorry for posting this here, but for some reason I am not allowed to post in the area where this belongs. Anyways, I was granted my request to update to php advanced, but I am still having problems with my site displaying correctly. here is the errors I get:

Warning: fopen() [function.fopen]: URL file-access is disabled in the server configuration in /home/melvinp/public_html/surfsearcher.com/infusions/rss_parser_panel/parser.php on line 78

Warning: fopen(http://www.php-mag.net/magphpde/psecom,id,26,noeid,26,.html) [function.fopen]: failed to open stream: no suitable wrapper could be found in /home/melvinp/public_html/surfsearcher.com/infusions/rss_parser_panel/parser.php on line 78
could not open source file

Can you check this out for me....or does it just take awhile for all the advanced php changes to allow the page to display correctly.

If you have recently ( within the last hour / hour and a half ) put in your application for PHP change, please wait. It can take an hour for updates to take effect.

I think enough time has passed since I was upgraded to the advanced php setting, but I am still getting the following errors:

My website is no use to me, if or others can't view it. Please advise, and thank you very much for taking the time to look into this.

It was my understanding that the advanced php setting was pretty much unrestricted. Of course, I know what that means, and by no means run any harmful php scripts.
