I can not delete .htaccess and it is very important for me to have access to this file and im thinking about upgrading to premium but if this is unavailable im moving to hosting24.com

.htaccess is hidden file. You can see it by selecting "show hidden files and folders" while opening the file manager.
If you are unable to delete it in normal filemanager in cpanel then try to delete it in legacy file manager.
