I'm not quite sure what you're asking. If you're asking what type of site you can make, I guess that as long as you conform to the Terms Of Service (TOS) that you read when you sign up you can pretty much do what you want. You can use css/html, a CMS with PHP, etc...
Just remember that whatever you do, it needs to conform to the TOS. I don't know much about FreeWebs dot com since this is the first (and most likely the only) host I've been on.
