please explain why the account has been suspended?

There is no file hosting on the account. Please can I download all my files off it.

"* File Storage: Accounts are not to be used for file storage, your account will be permenantly suspended if found to be breaking this rule. Downloads are only allowed on your x10Hosting account if they have to do directly with your website. e.g. you developed custom software and are selling it or giving it away. Accounts may not be used for mirrors, game file hosting, or any other type of file hosting not specified here."
Your website basically did not -do- anything. Your index has -no- links whatsoever, therefore pretty much everything else in the subfolders has nothing to do with your actual website.
This account also had come up on IRC; a different user applied the suspension, however I and at least one other both saw the same account and agreed it violated the File Storage/File Hosting section of the TOS. At this point, you cannot be unsuspended.
Edit: Mini update, here's exactly what the front page basically said. "This server is used to host files for a variety of my different projects."
The consensus after re-checking the log is that you did not link to any of the projects -anywhere- and thus they had nothing to do with the site that was actually visible. That put it under file storage.

Can I at least have access to the FTP for 10 minutes and download everything. Some of the things on there are very important to me and my family.

Under a permanent suspension no access can be granted to the account; backups were always your responsibility to make while you had access to the account.

just a download of the files - I was not aware that it was just suddenly going to get suspended. most people like to give warnings.

We /did/ give a warning. It was in our Terms of Service that you marked the "I agree" checkbox on during signup. In your PM you mentioned you, and I quote, "really need those files for a project and without them I am pretty much fired!" My question there then would be why you were using a free hosting service for the backup, especially a free hosting service that flat out says we don't allow you to just store stuff on our services.
The issue is closed, so I am closing the thread down. As much as it sucks, this /is/ what the penalty is when the TOS gets violated. We simply can't give everyone second chances, or we'd have to give the guys hosting Warez, Porn, Hacking Tutorials, Full Version Illegal Movies, etc. a second chance.
