Prime will not allow rapidleech, and neither will Premium hosting. Only VPS would, however downloading illegal files would still not be allowed.

This is a permanent suspension. Here's the part of the TOS you "read-but-really-didnt":

* File Hosting Every file on your site must have to do with the website you put up, we are not a file storage service and we strictly prohibit scripts such as torrentflux or rapidleech.

You cannot be unsuspended or permitted further access of any form to your hosting account.
