I am just curious, my domain is said to be 'offline'. And I have to contact the systems administrator... pardon the ignorance again, but where do i contact the systems administrator?

For some reason Joomla can't access the database.

First of all, login to your AMP, and request the "Intermediate" PHP version. You'll need this version for Joomla to work correctly.
Are you following the Joomla installation guide and having some problem/error in the process ? Make sure you've set the host to: localhost, and you've set the correct MySQL database, user and password.
