Let's see. I was browsing for free or cheap PHP servers that I could utilize to make an online RPG and came across this site.

My interests include Anime, Graphic Design , Programming, and Webmastering. :nuts:

BTW, if making an online RPG is against the rules (I couldn't find it anywhere, but I might have overlooked), please let me know. :dunno:

Online RPG's are completely within the Terms Of Service. You can see a few examples of them if you have a look around the "The community" category. Just make sure that the content of the RPG doesn't break any of the Terms of Service.
