timeout connecting to cpanel

I'm unable to connect to http://makaveli.x10hosting.com:2082/ which is my cpanel using firefox. This was working a few hours ago. This is not a login issue. I can't connect to the actual site.
BTW, I'm on stoli.

Considering that cPanel and your website both use apache and Stoli accounts page shows that apache is down, it seems apparent that all of you are correct..
