There should be S-video out installed on your pc. Some laptops have it as an in-built feature.

If you are using a built video you may want to go out and buy a card with s-video on it.

All depends on what your TV supports. If it does DVI or VGA, great! You're all set to go and it should be able to act as a second monitor. If it uses S-Video, don't expect the picture to look so clear with a high resolution but it will work (but only view the first monitor).
