Hi, this is for http://www.indianriverclub.org/; I'm unable to access SSL Certificates; I'd like to give my site an SSL certificate to silence complaints from various web browsers.

I get a popup message saying "You are not allowed to modify your SSL settings."

Thanks!

Account Manager > Domain Setup > click on your domain name

Does a box for Secure SSL display?

Nowhere I can see. I sign in, click the button for the Hosting Control Panel, and see nothing at the top level regarding SSL.
(I see Account Manager, with buttons for Domain Setup, Subdomain Management, etc.); Email Manager, etc.
If I type SSL into "Search Menu Entries", into the TOP search bar (the one whose legend is "Please enter your search criteria") I see a blue line that says "Certificate Authority SSL Certificate"; if I click that, I see an orange popup saying "You are not allowed to modify your SSL settings."

If I actually follow your instructions (sorry!) and go to Account Manager -> Domain Setup and click on my domain, I don't see any Secure SSL display.

This should now be enabled for your service using the above instructions!
