Unable to sign up

I tried to create a hosting account, but whenever I do it, it gives me

Luckily, it did let me create a forum account. However, forum accounts and hosting accounts do not seem to be linked.

How do I create a hosting account?
Any help is appreciated, thanks.

EDIT: I did read all the rules and getting started guides. There is nothing about this error.
