Upgrading to a paid account?

I am interested in upgrading to a paid account but have a few questions.

1. Will I have to re-upload my site to a different server manually or will this be done automatically?

2. Will this increase the speed at which my page loads (kinda slow now)

3. Will I have better access to cpanel (usually times out now)

4. Will my page have less down time?

5. Is there a simple inexpensive upgrade?
