If you are talking about a php upgrade, that upgrade doesn't exist. There hasn't been any php levels for the last 2 years because that was phased out. Php as it is right now is the same on all free servers and will remain that way.
Your account can install wordpress just fine as it is. If you are having any problems, feel free to reply back here detailing what is going wrong.
Edit: I just now looked at your site, and it looks like wordpress installed just fine already. Are there any more problems that you're encountering that I can't see at the moment?
