In my web app, I have links to download files (android apps) - completely free apps (not ilegal, not warez of any kind)

As I understand that X10 Hosting does not allow any type of filehosting, I will be storing those files/apps on a private server, and just keep the PHP script files (the webpage itself) on X10.

Since all the content is legal, is that allowed?

If the license permits redistribution, then yes, it would be allowed. It's not a matter of whether the files/apps are free of cost (gratis), but whether the license permits free distribution (libre), and not all freeware is libre. (The license may strictly prohibit distribution mirrors, usually to avoid problems with malware becoming associated with the real apps.) And do note that if you distribute the apps, you may also have to distribute the source in order to be compliant with the FOSS license the apps were originally released under.

And keep in mind, too, that if these are apps you've developed yourself, you can host the files on your x10Hosting account.
