vBulletin - Rep Power default

How do I set the Default Rep Power for new users in vBulletin so that everyone starts out with 1 rep power? Or they have to post 5 times before they get 1 rep power, but any time after that they must post like 100 posts or so.

I've seen the VB ACP, but I haven't paid the $300 to play around with it
