Its not Russian. ( Or Spanish ) ... he makes it pretty clear regarding Viet Nam. It seems it may be one of the dialects of the Vietnamese language.

And unless we find someone that can translate for us, we won't really know what they are after. But, it seems something regarding their blog, and either not getting their hosting ( because new accounts are disabled ) or that they were suspended because x10 doesn't accept Vietnamese language as a primary.
