website down

Hi every time i try to open my website @http://www.your-site.biz i keep getting this message

Is this because of the move? (Server).

Did you uploaded your website in public_html folder?

my website was already up and running and all files where uploaded correctly before the server move.
now my files have fanished and i get cgi bin.???

I know its working now because i uploaded my backup files but i dont have my dotclear blog site any more
and my forum template is gone?
