A lot of people use Dreamweaver or Frontpage, I use Dreamweaver. You can also use the WYSIWYG editor in your cPanel.

If you are a new user then I recommend Frontpage, Dreamweaver for intermediates....

another great editor to use i have found is

NVU (pronounced inview) it is completely free! and it is a WYSIWYG editor too!

I'd suggest an older version of dreamweaver say Macromedia Dreamweaver MX 2004 which is fairly simple and some good templates and tutorials. Otherwise Adobe Dreamweaver CS3 is just as good. Adobe Bought out Macromedia 2-3 years ago.
