Your site seems to open fine. What is the error you are receiving?

It keeps timing out.when i use a proxy i can't access some of my stuff like the admin pages in joomla

You probably tried to access cPanel / HTTP during one of the brief moments of downtime while account PHP versions were being updated. It happens for about ten minutes on a six hour interval.
