Website or Cpanel not responding?

I dont know how much info I can give but I was uploading my files and I went to go to a different folder and now its saying its taking to long to respond.

lol except I have one other problem my installer wants to know my host username password MySQL database im getting lost of what to put in then it wants zend optimizier?

it wants zend optimizer on the web no the installer.
