ConTEXT or EnginSite Editor (got it via the local college "programs-4-cheap" program as I call it :D ).

ConTEXT's free but it doesn't do error checking on its own; I like EnginSite cause it's got a viewer for how it'd look in html without going to another window, but it doesn't like me trying to use my local testing copy of Xampp as a server, so for now, ConTEXT.

Haha I use Notepad2 for highlighting and WAMP (or LAMP, depending on what OS I'm using) for local testing. I've been thinking about using an IDE but haven't got around to it yet.
I've tried to use Dreamweaver, but although it's good for static pages, it's terrible for dynamic languages like PHP.

I've been using HTML Kit for a while, and didn't really see a need to switch... They have a lot of plugins for highlighting syntax and such. Also, they have some handy HTML tools in the editor.

I use ConTEXT. I do very little php and when I do, I'm usually making changes to existing code. ConTEXT is great for that. It has a tabbed multi-doc interface, and syntax highlighting. For the little I do, that's all I need. And its Free!

Dreamweaver MX. I got a great OEM price on Macromedia MX, and Dreamweaver is all I've used, and I'll need.

I use HTML-kit. I'm glad to see others like it as well. If I need help with the PhP or perl I go to Tizag.

PHP Designer 2007, it's the best free editor I can find at the moment. Haven't gotten around to playing with Dreamweaver CS3 yet (our school's installing it on the rest of its network as we speak), but the layout's a lot like 8 in my opinion.

I use Notepad2.
Its good.
You can download the source files.
But if you download the source files its not visual basic or any C language...

Microsoft Office FrontPage...
when you want to save file need to put .php extension manually, otherwise you can use it as WYSIWYG editor for php script.
