Don't count/rely on anything other than PHP and whatever one-click-install CGI scripts may be available from cPanel. Perl and Python do become available from time to time, but then some idiot will inevitably pop up to do something idiotic, and they'll be disabled/uninstalled again. That's the main drawback to free hosting with unaccountable users, and the reason documentation can get out of sync. The window of opportunity is usually just wide enough to let complacency set in an confidence build to the point where you think you can run a site (or features thereof), then they'll be yanked out from under your feet. If you actually need to rely on Perl or Python, you'll need to be off of the Free Hosting servers; Illuminated or Premium will get you where you want to go.
