Then i think you can use joomla.

I think Wordpress is the best simple website/blogging software, but Joomla! is pretty awesome if you are looking for a lot of features.

Pfft xoops... that brings back bashing the head against the wall memories.. I would say try all of them and look on how you can modify them. Each person has there preference and each gives different feel as to modules each provide so.. its up to you really. Its what works best for you as the website owner rather what works best in general.

It really depends what category you looking at.
If you want blogs then I suggest WordPress
If you want a script to manage your website then a CMS program such as Joomla

if you want a simple blog go with wordpress
if you want the best forum go with Vbulletin (I.P. Board isnt that bad but Vbulletin is my favorite, plus i believe it costs less)
If you want a free but well forum go with Phpbb or SMF there are many portals for each one of them. Mybb can also be a good choice, however i have never used that before though.

As most people have said, there are many different options for building a site. But if you want a free option then try something like joomla which can be found and installed from fantasico in cpanel.

I hear punbb is good as well, another suggestion to throw in with the masses.
