When am I not "new" and can get PHP v3?

On my site, I am trying to use a well-known, professionally-written, secure, open-source PHP CRM application called SugarCRM (www.sugarCRM.com). It is sophisticated and it uses functions like phpinfo() which are not permitted in v2, so I need v3.

I was told I cannot have v3 because I am "new."

So, what do I have to do in order to not be "new" any more? Is there a time requirement? Is there a forum participation requirement?

I'm a real estate agent (www.steverumberg.com), not a hacker. I like this site but if I cannot get permission to run my application, then I'll have to go elsewhere.

Please let me know if there is any hope of using x10 or if I am wasting my time.

I am staff and I am only allowed version 2. You have to be able to justify the upgrade a whole lot more than phpinfo(), which is also used in Joomla, but functions without it.

I have sites hosted with GoDaddy, CI Host, XO, etc and they allow phpinfo(), etc. I've never had any trouble.

I wonder why it's such a big issue here?

Security issues related to it. I personally don't know these, but will look into it.

I wonder why it's not a security issue for the other big boys in web hosting.

Does x10 offer any type of account (i.e. paid) where I could use PHP the way I need to?

I am pretty sure if you are on the paid packages it is allowed.

Yes, its allowed on paid hosting. Other free hosting sites may allow phpinfo but they also enable safe mode. Its a trade off, give me phpinfo disabled over safemode anyway :D
