when I try to create new folder or file in cpanel it shows error

it says "could not create directory "images" in
/home/axn700/public_html:Directory
/home/axn700/public_html does not exist.

and when I try to upload a file through 'file manager' or legacy file manager it say on the top
" Maximum file size allowed for upload: 0 Bytes"

what do I do? How do I upload my website?
