where is the .htaccess file?

Hi, I want to access the .htaccess file but i seem i cannot find it.
Any help?

cPanel -- regular, not "basic"
Bottom right
reset all interface settings <-- click on
Open File Manager -- when popup appears, check "show dot(hidden) files"
Go to /public_html ....
.htaccess, if it exists, should be visible.

OR, use FTP and make sure your client has "Show hidden files" checked.
