I'm going to go to with Co.CC. It's pretty reliable and allows a variety of features for different leveled users (such as DNS or plain redirection).

Another one for Co.cc. Co.Nr is kinda....meh. It requires you to put their ad on your page, and it is more tailored towards the UK rather than the rest of the world.
