Why am I getting an inactivity suspension warning?

Hello --

I am confused why I am receiving this notice today. On Nov. 13 I received a notice that my 1-year Inactivity Timer paid subscription was expiring, so I sent a renewal payment of $4.95 via Paypal on Nov. 18. Here are the payment details:
