why i dont have free webhosting?

i want to creat a website by vietnamese.

Please help me creat free webhosting

I know x10hosting only allow english. But please help me

You can create your website in Vietnamese if you also provide an easy to find translation into English, French, or Spanish. This must be a word for word translation and automatic translators such as Google Translate are not acceptable for this purpose.
