Why my site is not

I just get this message when i try to go to my site:
"The page you are looking for is temporarily unavailable.
Please try again later."

I really hope someone could tell me if i had to do something to fix this.

Do you have anything that is attempting to download anything from an external location? Stock quotes, news, anything like that?

Port 80 outbound is blocked is why I'm asking; anything attempting to connect to another site to download/do anything is blocked at the "establishing connection" part, so it never connects. A good plugin will time-out after a few seconds so it doesn't jam the entire page, but not all plugins/addons are coded well either, which could easily explain the "site temporarily unavailable" page.
