Why?

My sub domain is inharmonyx10hosting.com,
I live in Australia and at the present I have lots of trouble getting acsess to my site, I was wondering if somebody might explain the problem to me other than that they are getting rid of abusers.
Out of a typical 18hr day I seem to only have acsess for approx 4 hours, is this normal ?
I am only new to this and only want an explination into the it.
