Depends if you are still within your first week.
Depends how soon an Account Manager runs across your site for review.

Thats not fair. Some of us is just testing. No one will see the site for some months. How can I put an ad up that fast?

Put up an index page that says "Under Construction" with the ads on it and work on your site under a different file name until you are ready to go live.
