Sure, but you'll probably find it easier to use the Softaculous installer for WordPress (which will handle setting up the database and so forth as well). PHP
is running on the Free Hosting servers (unless it may be down on a particular server due to maintenance or -- incredibly rarely -- a crash, in which case it's just a temporary blip).
Do note, though, that there are some problems with media uploads to WP at the moment that may require installing a plugin to make things work properly. See this thread (read it through) for more details:

The problem appears to be with the version of imagemajik on the servers (a CentOS compile), and will be addressed at the upgrade to PHP 5.5. (It may be fixed sooner, but an OS/PHP update will cover it regardless.)
