hi i visited this website http://www.anime-ds.com/plugins/forum/forum.php and i bieleve that they are using wordpress, if not please tell me what they are using and also how may i find a plugin that displays forums the way it does on thier site.

looks like it is most likely phpbb or vbulletin I use phpbb and it looks like a familiar base template But I am now also using using wordpress. I use the two on the same site.
