CGI-BIN is currently disabled on free hosting due to abuse.
It is available on the Illuminated and Premium plans .

If it's jsut doing the default webpage thing (not related to trying to run something from the cgi bin, just when you open your site), clear your web browser cache and flush DNS - I can view a blog just fine (b2evolution).
