Turkey is in the "high risk" group of countries. It's not on the blacklist, so you would be able to use Free Hosting, but it's not on the whitelist either, so there would be some restrictions on the account for at least the first week. See the

There would be no problem with having your main site in Turkish, but Google Translate (or any automated machine translation) would not be enough to satisfy the language requirement. Machine translation is a lot better than it used to be, but it's still not reliable, and staff would have no way of verifying your site's content either way: not only could they not find content that is in violation of the terms of service and acceptable use policy, they would have no way of defending against false reports either.
You would need to create a manual translation. Even if the translation isn't UN-perfect, you would be able to provide translations of words and phrases that the machine has trouble with that are at least meaningful in English (or Spanish or French) if you start with, say, Google Translate and edit the results. Yes, that does mean extra work, but there is a lot of abuse of Free Hosting accounts and the language restrictions are part of what makes Free Hosting possible at all.
Do note, though, that there are no language restrictions on Premium or VPS accounts. Even the low cost of those accounts, along with traceable payments, are a big deterrent to abuse.
