You don't have permission to access "file" on this server. Additionally, error 404...

I have installed a fresh installation of typo3 and certain processes (specifically form generation) will generate the following error:

Forbidden
You don't have permission to access /typo3/mod.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I have done some reading and believe it might have something to do with mod_security... But I'm not sure and have no idea how to resolve. No other errors are generated. And I have verified the correct permissions on the typo3 directory and the mod.php file.

Any assistance to quickly resolve the issue will be greatly appreciated.

You're lucky to get anything going -- Typo3 has a minimum RAM requirement of 256MB, and you only have 64MB available to you on Free Hosting (combined, all processes).

Ah that is definitely one aspect I didn't look in to as this is just intended to be a testing platform. I actually haven't come across any issues really except that one.

Do you think it might be a performance mismatch? The error leads me to believe otherwise but I'm honestly not sure as this is day two with Typo3.

With mod_security in place, it's difficult to tell what's going on, that's for sure. You can try enabling error logging (temporarily) via the PHP settings in cPanel to give you a better clue, since just about anything that throws an error is going to return a 403 or a 404 (the "additionally..." stuff just means you don't have a custom 403 error page, so you get a 404 for the 403 error page). If Typo3 needs a specific exception to mod_security in order for that page/script to run, it's not likely to happen because it's not appropriate software for the Free Hosting service. (There is a high likelihood that if you have any users at all, your site will be temporarily suspended almost hourly for high resource usage. Encouraging people to install software they can't use isn't doing anybody any favours.)
