false msg: account has exceeded its disk quota

my account shows "This account has exceeded its disk quota."
I am unable to extract from compressed file.

i even deleted old backups and all

i even deleted public_html directory to initiate a fresh install but now in problim as i cant extract from compressed files
logs say cannot execute mkdir as account has exceeded its disk quota.

HELP
