I'm adding a wiki to my site using mediawiki and while trying to add in infoboxes I got this error : Lua error: Cannot create process: proc_open is not available. Check PHP's "disable_functions" configuration directive.

I'm wondering if anyone knows how to fix this or can tell me what this means?

Apparently that operation requires that the PHP funcition proc_open be enabled.
proc_open is not enabled on Free Hosting.
proc_open is a security hole, and will not be enabled.
No exceptions.

We disable the proc_open() function for security reasons.. I'm not sure if mediawiki can function without this. I'd look around on google or ask the mediawiki.

It can, simply do not install the Scribunto extension for MediaWiki and everything will be fine. Note if you are importing the infobox templates from Wikipedia you will need to import an older version of it that does not make use of lua modules/{{#invoke}}. The easiest way to do that is to import the templates with full revision history using Special:Export on wikipedia and then Special:Import on your wiki, and then revert the templates on your wiki to older revisions until you find one that works.
