Question About Email Accounts

I am currently using my own domain name, yet under cPanel, I am not able to create email accounts. In fact, in the status panel, it shows "Email Accounts: 0/ " where it should say 0/3 or something like that. Is this something that is affecting everybody that will be fixed with all these "upgrades" or something affecting my account specifically?

Also, I am not able to request an upgrade to PHP version 2 for wordpress. Can someone assist?

The admins are busy with the new site. Once it's ready I think it'll be approved.
