Cpanel and mysql error

I cant access to my cpanel. page not answer. And when I try to go my webpages I get msql error: Database Error: Unable to connect to the database:Could not connect to database

Which Cpanel link are you using.You should use the one which is mentioned in the Account Panel of yours.
For Database Check the dbserver name .it should be localhost
