For a free hosting account, you can have both languages because you've included English, which is one of the required languages. If you are buying a Premium hosting account, there are no required languages, so you can use any language you want.

Well, I can already see your site, but you might have to wait the 24-48 hours for you dns to resolve. Try deleting your browser's cache before each time you check to see if it's working. By the way, make sure that you are deleting your browser's cache. Cookies is not cache.
