We cannot configure the number of databases for each account. It is possible to use a single database for more than one script, as long as the tables do not interfere (which is why most scripts have a table prefix)

You should be able to use Frontpage 2003 to create your website, but I dot not own or use Frontpage so I cannot attest to its working. Frontpage extensions can get messy so we recommend to upload through FTP.
