Okay. My site has been down for a month, is that in keeping? And any ETA on it being fixed?

Apparently Stoli, and maybe the other free servers, have busted MySQL at the moment. They're trying to fix it.

I've been experiencing something similar. My account goes down in bursts, and it also sometimes experiences extreme slowdown. This is just a downside of the free hosting?
