Yes signups are off. Says it right in the first post. You'll get a email saying your account was created when they are turned back on.

What is your cPanel username? If you are on ad-enhanced, the server is currently struggling and therefore we have turned signups off for it and are cleaning it up. This probably will cause outages but everything should be much better when we are done.

Give it a day or two to update. Occasionally quotas get messed up and need to be reloaded.
