You need to install it on your account. There are two ways of doing this: either use Fantastico in cPanel, or download the .zip file from the Joomla website and upload the contents of that .zip file to you public_html folder, then open it in your browser.

But I agree, most people don't bother to say thanks.

A CMS is a "Content Management System", it makes making websites simpler because you don't need to do much (or any) coding. Examples of CMS's include Joomla and e107. Have a look at my site (Link in sig),it was made using Joomla.

I've found that before. Those are a really drag on performance.
