I had a proxy on my old host, and used it at school. It lasted about 2 hours before it was blocked.

I've used Firework a bit, and I found it to be easy to use and it had enough features to do what I wanted.

Notepad++ is quite good. But you have to have a knowledge of HTML etc. You may want a WYSIWYG like LHVWB suggested which will do the coding for you.
