Try powering off your modem and/or router. After about 15 seconds turn them back on.
Sometimes that will change your IP Address which might be blocked.

Try this:
Go to cPanel and click on Remote MySQL
Add 'int.fris.x10hosting.com' to the allowed list (without quotes)
Then try loading your database pages again.
